I was born in Margarita, Panama in 1947. My father was a US citizen, and my mother was (and still is) a citizen of Panama. My birth was not recorded in the records of Panama because I was born in the Canal Zone.

I visit Panama frequently and am now trying to get a cedula and Passport from Panama. I took my original birth certificate to the authorities in Panama a couple of years ago and could not obtain either document because my birth was not recorded in the records of Panama.

I obtained a Certificate of Birth from the Passport Vital Records in Washington, DC. It was signed by Condoleezza Rice and an authentication Officer whose name I cannot decipher because of the handwriting. It has a raised seal on it.

My mother took this certificate of birth to the authorities and was told I still could not receive a cedula or passport because the authentication officer's signature on my certificate of birth had to be authenticated.

Would you please help me?

Thank you,
N

I believe that all you have to do is take it to a Panamanian consulate in the US to get "authenticated".
