Government housing grants

I was told there is a government housing grant
If you were to build houses in panama for the panamanians
the government would purchase these homes to mortgage on a 30 year mortgage to panamanians
Does anyone have info on this

i was told about this by a builder in panama
but i have not been able to get any solid info
apperently it was written in the panama paper within the last two years
